Venerdì 6 Dicembre si è svolto il workshop all’interno del corso di “Sistema politico dell’Unione europea e internazionale”, tenuto dal prof. Enrico Calossi, nel quale gli studenti e le studentesse del corso hanno presentato le loro ricerche sui temi relativi ai partiti e ai gruppi politici europei. Alberto Vannucci premiato con l’International Anticorruption Excellence Award
Il professor Alberto Vannucci è stato insignito dell’International Anticorruption Excellence Award nella categoria Academic Research and Education, per il suo contributo significativo nello studio e nella ricerca dei fenomeni corruttivi. Il premio, promosso e supportato dall’UNODC, è stato consegnato a San Jose, in Costa Rica.
Quest’anno il riconoscimento è andato anche al prof. Robert Klitgaard, economista di fama internazionale nel campo dello studio della corruzione. In passato, il riconoscimento è stato conferito a studiosi, esperti e rappresentanti delle istituzioni che hanno dato un contributo rilevante nella ricerca e nella prevenzione/contrasto della corruzione, del crimine organizzato e del riciclaggio. Tra gli italiani premiati negli anni scorsi, ricordiamo il prof. Ernesto Savona dell’Università Cattolica e il giudice Gherardo Colombo.
Open the whistle: Protecting whistleblowers through transparency, cooperation and Open Government strategies
Bulgaria, Italy and Spain face significant challenges in ensuring effective and safe protection for whistleblowers under their recent national laws adopted in 2024, transposing the EU Directive 2019/1937. Key issues include:
- Lack of clear guidelines on the information that must be provided to potential users of reporting systems (lack of transparency).
- General distrust by citizens and employees in internal and external reporting systems, stemming from a weak speak-up culture (lack of confidence).
- Insufficient knowledge and training for managers of reporting systems in both the public and private sectors (lack of knowledge and training).
- Poor cooperation and coordination among authorities, obligated parties, civil society, and other stakeholders (lack of cooperation).
- Recent adoption of national laws leading to common implementation challenges (lack of implementation).
The project “Open the whistle: Protecting whistleblowers through transparency, cooperation and Open Government strategies” (OPWHI) will address these challenges, contributing to create a safe environment for whistleblowers and ensure the proper functioning of whistleblowing systems in these countries.
The main objective of OPWHI is to create an environment that supports protected reporting of breaches of Union law and other infringements, promoting a culture where whistleblowers can safely speak up. This goal will be achieved by delivering capacity-building materials, training and campaigning to ensure a widespread EU whistleblowing protection policy based on a whistleblower-centred approach.
Operating within the framework of Open Government strategies, and through a cooperative approach involving Civil Society Organizations, academia, and authorities in Bulgaria, Italy and Spain, OPWHI will develop a holistic and inclusive approach founded on three pillars: Toolkits, Trainings, and Transparency.
Proposed activities
- Whistleblowing Integrity Toolkit: To provide a comprehensive toolkit ensuring adequate protection for whistleblowers. This toolkit will benefit CSOs and private organisations implementing the EU Directive on whistleblower protection, as well as national and regional authorities and public servants. The toolkit’s utility will extend beyond the three involved countries and can be used elsewhere.
- Advanced Trainings: To offer advanced training programmes, including a train-the-trainers approach, tailored for national and regional authorities, public servants, and private organisations involved in the EU Directive’s implementation. These trainings will promote knowledge and experience exchanges, helping authorities and organisations review, improve, and adapt their procedures to incorporate best practices.
- Whistleblowing Strategic Campaign: To increase public knowledge and understanding of national laws transposing the EU Directive, the existence of internal and external reporting channels, and the legal remedies and protections available in case of retaliation.
Results to achieve
- To shape a new whistleblower protection model based on Open Government and a collective cooperative approach between authorities, academia, and CSOs, providing all parties involved in the EU Directive’s implementation with necessary guidelines.
- To build the capacity of CSOs, national and regional authorities, public servants, and private organisations involved in implementing the EU Directive to ensure a widespread EU whistleblowing protection policy centred on the whistleblower. This will be achieved by providing tailored training and training materials on best practices and Open Government strategies.
- To promote and increase awareness among the general public and potential whistleblowers about existing reporting channels and procedures, as well as the rights provided under the EU Directive, fostering a cultural paradigm shift towards trust in whistleblower narratives.

THE POLITICS AND POLICY OF TRANSNATIONAL CHALLENGES – 29 maggio 2024
The study of politics has always reflected the distinction between the ‘domestic’ and the ‘international’ space. The former being traditionally the object of investigation for scholars interested on party politics, electoral behavior, policy analysis; while the study of the political dynamics that take place at the supranational level gathered expert in the study of the latter. Such a division of labor, though contested and reconfigured by the emergence of sub-fields such as Foreign policy analysis or International political economy, is still rooted in contemporary Political Science. Yet, global issues are increasingly transnational. Even in a period in which ‘globalization’ is questioned and sometimes repudiated, political conflicts are unlikely to be once again enclosed within national borders. The cases in point are several. While the Pandemic – its management and the political economy of vaccines – constitutes a recent disruptive example, the economic and financial implications of globalization represent the most consolidated research field focused on the subtle national/supranational divide; similarly, the institutions created at the international level for the promotion of policies aimed at coping with the global warming and its effects constitute a permanent policy arena for both states, corporations, environmental groups and movements. Another area in which policy and politics transcend national boundaries is that of security, since economic and technology policies are increasingly included in this domain, and effective responses can no longer be purely national, as illustrated by the management of cyber and bacteriological threats. The same holds concerning crime and justice, whose implications and management “force” States to cooperate to increase the effectiveness of policy responses. Migration is another issue in which, despite the willingness of ‘taking back control’ pursued by several governments, conflicts and decision making are likely to be played internationally, and several other examples of highly relevant political arenas can be made.
After the success of the 2023 conference, the 2ND edition of The Politics and Policy of Transnational Challenges conference aims at consolidating the research network coordinated by the Observatory on Sustainable Development and Democracy directed by Eugenio Pizzimenti, under the auspicious of the Observatory on Politics and Institutions based at the Department of Political Sciences (University of Pisa). The conference hosts renown political and social scientists whose research activities focus on the transnational dimension of governance structures, policy regimes and political processes. Contributions (papers and/or presentations) can be both theoretical and empirical.

Available in over 20 languages, EU&I is an online tool which invites users to react to 30 policy statements covering a wide range of relevant issues in European politics. The results show which parties stand closest to their preferences, both in their country and all across Europe.

EU&I is a Voting Advice Application (VAA) aimed at helping citizens make an informed choice in the 2024 European Parliament (EP) elections. Available in over 20 languages, the online tool invites users to react to policy statements covering a wide range of contemporary policy issues and political values in European politics. Developed by the European University Institute in Florence, Italy, in collaboration with a scientific committee of VAA scholars based at the Universities of Lausanne and Lucerne, EU&I provides voters with a broad view of the European political landscape and their individual positions within it.
It is important to note that EU&I is politically neutral. It is developed by academics for the wider public – it is not explicitly aimed at favouring any political party or group of parties. EU&I’s strong scientific background makes it interesting not only to the general public, but also to academics, experts and policy makers. Any interested person or organization can use EU&I completely free of charge.

Convegno “Per tornare a sognare”, 13-19 novembre, Milano
Il 14 Novembre 2023 il Dipartimento di Scienze politiche e sociali dell’Università Statale di Milano, nell’ambito della rassegna Book City, organizza il convegno “Per tornare a sognare
Lavoro, welfare, ambiente nell’era delle crisi e nei territori”.
In una fase storica in cui diverse crisi attanagliano la vita privata e collettiva, costringendoci a rincorrere l’ultima urgenza e privandoci della possibilità di (re)immaginare nel lungo termine, che spazio ha il sogno? L’evento vuole approfondire il file rouge che lega due libri, due donne, due giovani ricercatrici, che partono da esperienze di oppressione sociale e violenza ambientale per
esplorare come, dentro le contraddizioni di questo sistema neoliberale, persone e comunità siano in grado di liberare nuove energie, di rimettere in cammino la storia, di aprire nuovi percorsi di emancipazione. In sostanza, di tornare a sognare.
Nell’ambito del convegno interverrà anche Paola Imperatore, assegnista di ricerca presso il Dipartimento di Scienze politiche Unipi e collaboratrice dell’OPI. L’appuntamento è previsto per Martedì 14 novembre 2023 | H 12:30-14:00 in Aula 5 in Via Conservatorio 7, dove verrà presentato il libro di Paola Imperatore, Territori in lotta.
